Odd-Even rule, a Delhi government initiative to clean most polluted city of India. Let's take a look at this rule, its use, its implications and solutions that are taken to make it successful.
Odd-Even rule is a Delhi government initiative to reduce pollution levels in Delhi. It will be effective from 1 to 15 January 2016 in Delhi. All four wheeled vehicles whose last digit of registration number ends with an odd number will be allowed on odd dates, while all cars whose last digit of registration ends with and even number shall be allowed on even dates. This rule will be followed from Monday to Saturday, 8 AM to 8 PM on all four wheel vehicles plying on Delhi roads, including cars from other states. 
 
 
Highlights of the Odd-Even rule:
 
  • The Odd-Even rule will not be applicable on Sundays.
  • Those flouting this rule are liable for penalty of Rs 2,000 as fine.
  • This rule will also apply to cars from other states entering Delhi.
  • This rule doesn’t apply on two wheelers.
 
Following categories are exempt from the Odd-Even vehicle rule
 
General category:
 
  CNG vehicles (on displaying a valid sticker, sticker available at IGL pumps)  
  Battery and Hybrid vehicles
  Women driven vehicles with women co-passenger or children up to 12 years of age  
  Vehicles of persons with disability
 
Government category:
 
  President of India, Vice-president, Prime Minister, Chief Justice of India, Governers of states, Lok Sabha speaker and Union Minister  
  Leaders of Opposition in LokShabha and RajyaShabha
  Chief-Minister of states Excluding the Delhi Chief Minister.
  Judges of the Supreme Court
  Vehicles of dignitaries with pilot/escort, SPG protectees, embassies and vehicles bearing ministry of defense numbers
 
 
Emergency services:
 
  Ambulance, fire brigades, hospitals, Police, transport Department  
  Vehicles carrying those with medical Emergency.
 
 
Delhi Chief Minister Arvind Kejriwal says” I admit implementation of this rule will cause inconvenience to you, but the air of Delhi has turned poisonous due to pollution. This is extremely dangerous for the health of all of us, particularly children. Come, let all of us join hands in the effort to make Delhi pollution free. I too, will follow the rule like you.”
 
The metro frequency will be 3000 plus trips during 1-15 January, which is an increase from the current 2000 plus trips. There will also be a special bus service from Delhi to Gurgaon and Noida. On high demand for certain areas for specific locations, special services will be addedbased on such demands. Additionally, 3000 more buses shall plyto cope up with the increased travel load.
 
The implementation of policy is an attempt by Delhigovernment to improve air quality in the capital. Taking note of the pollution situation in the capital, the Supreme Court of Indiarecently placedaban on registration of Diesel Cars having an engine capacity of 2,000cc or more in Delhi region.
